I hate Noike. If ever there was a Mary Sue character, she's it. Anyone who has seen the Tenchi OVA 3 and +1 can probably agree with me.
For those of you that haven't seen it, let me run off a few things that make her as bad as any godmoding fanfiction character.

She's royalty, having been adopted by Ayeka and Sasami's grandmother, Seto.
She is arranged to marry Tenchi by Seto, making her his "official" fiance.
She can cook as good as Sasami.
She helps Tenchi in the fields.
She nurses Tenchi to health when he falls ill.
She can stop any and all arguments between the other characters by merely being present.
She has bigger breasts than any of the other characters.
She is also assimilated with the female half of Kagato. Tenchi killed the MALE half. Don't ask me, I'm still wondering about it, too.

As if that weren't enough all by itself...
She has teal hair.
She used to be Mihoshi's Galaxy Police Partner.
She is unbelievably mean to Mihoshi for no apparent reason.

But I think now she's rolling in someone else's hood, and that someone isn't too happy about it.

Kiyone wasn't created by the regular character designer of Tenchi Muyo, and the man currently in charge of all things Tenchi, Masaki Kajishima. Kiyone was created by Naoko Hasegawa, one of the original co-creators of Tenchi. She wrote a few novels based on Tenchi where Kiyone was introduced. She proved popular enough that she got a part in the Mihoshi Special, the Daughter of Darkness movie, and regular roles in Tenchi Universe and Tenchi in Tokyo. But she never appeared in the OVA, and Kajishima introduced Noike, which just seems to be his way of saying "Yeah, that's kinda nice, but look at MY version." Someone was a little jealous, I think.

Anyway, the actual art isn't too bad. Looks too stiff for me, but I don't know how to do better. I might redo the lineart if or when I shade it. I didn't shade this version because my shading was teh suxx0rs, and I thought I'd spare your eyes the pain.

The background is the inside of Tenchi's house. I didn't make it, though.
